Used Car Information Illinois- Secretary- of- State FREE service from Jesse White's Office. Use the "Title and Registration" link in the left column to check the VIN for clean title and registration. National-Insurance-Crime-Bureau "NICB's VINCheckSM is a FREE service provided to the public to assist in determining if a vehicle has been reported as stolen, but not recovered, or has been reported as a previously declared total loss vehicle by cooperating NICB members. To perform a search a Vehicle Identification Number (VIN) is required. A maximum of 5 VINCheck searches can be conducted within a 24 hour period." If the VIN is reported as Flood or Total Loss by Collision the information can be reasonably depended on, however if it is reported as clean it may or may not be. The NICB is relying on insurance companies to disclose this information to them and not all companies do.
